INTERNAL REGULATIONS
I TITLE GENERAL DISPOSITION
Article 1
The present internal regulations specify the deferential arrangements of the
by-laws of NGO Active Woman of Cote d’ivoire.
TITLE II THE ORGANS OF THE ORGANIZATION
Article 2
- The convention,
- The general assembly
- The national office,
- The local office.
Article 3
The convention is the supreme organ of the organization:
- it defines the general politics of the association ;
- Stops the programs of action;
- Determine the ways and means for the mobilization, framing, formation and the
social advancement of its members.
- Defines the financial politics of the association;
- Statute on all disciplinary measures;
- Appreciates the moral and financial management of the national office;
- Decides modifications of the internal regulation
- Elects the presidente
Article 4
The convention meets all three (3) years in plain session on convocation of the
national office that establishes its agenda.
The congressional place is chosen by the national office.
Article 5
The convention is composed of:
- The national office
- The local offices.
Article 6
The convention elects an office of session at the time of its circuit court that
includes: --- A Chairwoman
- A (1) Vice-president
- A (1) General Reporter
- Two (2) associate Reporters
- Two (2) secretaries.
THE BOARD OF DIRECTORS
It is the ministerial organ of the NGO.
It is the guarantor of the political line of the NGO.
-it convenes the convention, fix the dates, the place and the order of day;
- It executes and makes execute the resolutions of the congress ;
- It coordinates the activities defined by the convention for the whole structure;
- It is composed of fifteen (15) members whose composition is the following:
One (1) chairwoman
Two (2) vices chairwomen
One (1) general secretary
One (1) associate secretary
One (1) general treasurer
One (1) associate treasurer
One (1) delegate to the communication
One (1) associate delegate to the communication
One (1) delegate loaded of the social and cultural business
Two (2) associate delegates charged of the social and cultural business
One (1) delegate to the organization
One (1) associate delegate to the organization
One (1) delegate to the outside relations
Article 7
The chairwoman of the NGO is elected to the convention for a length of three
(3) years, either by consensus, either by vote of the secret vote for a single
member to the relative majority. In case of equality, a second turn is foreseen
to the relative majority.
Article 8
The elected chairwoman forms her office in the 15 days.
Article 9
To be eligible, the candidate must,:
- To enjoy her political rights.
- Not be the subject of one summary punishment
- To have 21year old at least.
- Being member of the structure during at least 1an.
TITLE IV/ ASSIGNMENT OF MEMBERS FROM THE NATIONAL OFFICE
Article 10 The Chairwoman
The chairwoman convenes and presides the meetings of the national office and
the general assemblies. She embodies the legal entity of the association and
represent it in the acts of the civil life.
She looks after the regular working of the office. If need be, it,s creates technical
commissions of work that should include an office composed to :
- Of a chairwoman
- Of a vice-president
- Of a general reporter
- Of a reporter attaches.
In case of absence or obstacle, the functions are assumed by a vice-president.
Article 11
The vices-chairwomen help the chairwoman in her functions. They replace her in
case of absence or obstacle.
Article 12 The general Secretary
The secretary general is put in charge of the management current of the general
politics defines by the convention. She coordinates under the chairwoman's responsibility
all activities of the organization.
She writes the verbal suits of the sessions, so much the office as the general
assemblies and assures the transcription of it on the registers foreseen to this
effect. She is helped of an associate secretary general who replaces it in case
of absence or obstacle.
Article 13 The associate general secretary
The associate general secretary helps the general secretary in all her functions.
Article 14 The General Treasurer
The general treasurer is put in charge of the financial management of the structure.
She has the role of accounting agent and do the operations of returns and expenses.
She looks after the return of the contributions and other resources.
She holds a regular accounting retailed of the returns, the expenses and all
goods of the association and gives account in the national office that enacts
on the management.
She values the bookkeeping vouchers at the disposal of the auditors demand.
She is held to open one or several banking accounts in the name of the structure
for all funds of the association. The checks and orders to transfer, must be
signed jointly by the chairwoman, the general treasurer or by the loaded of the
finances.
The general treasurer is helped by an attached general treasurer who replaces
her in case of absence or obstacle.
Article 15 The Attached General Treasurer
She helps the general treasurer in the exercise of her functions and replaces
her in case of absence or obstacle.
Article 16 The Delegate to the organization her deputy
The delegate to the organization and her deputy are responsible for the organization
of all demonstrations decided by the national office.
She is helped in her functions by one (1) deputy to the organization.
Article 17 The Delegate to the communication and his/her/its deputy
The delegate to the communication is put in charge of the follow-up the production
of all means of information, communication and diffusion (movies, advertising
supports, etc...) by the Medias.
She is helped of a deputy.
Article 18 The Delegate to the formation
The delegate to the formation is put in charge of the setting up of a training
schedule.
Article 19 The Delegate to the social and cultural business and his/her/its
deputy
The delegate to the social and cultural business and her deputy studies all relative
problems in the social and cultural field and propose some activities susceptible
to improve women’s social status.
Article 20 The Police to the accounts
The auditors are put in charge of controlling the financial management of the
national office. They can make some investigating at the end of every quarter
and can present their report to control to the convention.
Article 21 The local Office
It is created in every administrative circumscription: sub prefecture or common,
a local office
Article 22
Every township is managed by an office of 15 members including :
One (1) Chairwoman
Two (2) vice-presidents
One (1) secretary general
One (1) associate secretary general
One (1) general treasurer
One (1) attached general treasurer
One (1) secretary to the organization
Two (2) deputies to the organization
Three (3) secretary to the social and cultural business
Two (2) secretaries to the social and cultural business.
Article 23
The objective of the local office is to frame the members. He/it looks after
the application of instructions emanating to the national office.
Article 24
The local office is renewed all three (3) years by the assembly of delegates,
united to the seat of the township to one date fixed by the national office.
Article 25
The election of the local office takes place in presence of one or several representatives
of the national office.
The chairwoman of the session office is assured by the representative of the
national office attended of a secretary.
Article 26
The local chairwoman is elected either by consensus, either by vote to the secret
vote for a single member to the relative majority by the set of the delegates.
Article 27
A verbal suit of the elections is raised and signed by the chairwoman and the
secretary of session. A copy is addressed both to the local office and to the
national office within fifteen (15) days.
